SO MOA

The Union of Metropolitan Areas and Agglomerations of the Czech Republic was established in 2026 and it brings together the 14 largest statutory cities in the Czech republic.

Who are we?

The Union of Metropolitan Areas and Agglomerations of the Czech Republic was established by the country’s largest cities: Prague, Pilsen, Karlovy Vary, Ústí nad Labem, Liberec, Hradec Králové, Pardubice, Jihlava, Brno, Zlín, Olomouc, Ostrava, Mladá Boleslav and České Budějovice. The Union provides a platform for the joint promotion of interests of metropolitan areas and agglomerations, fostering dialogue with the government, regional authorities and European institutions, and coordinating strategic development projects.

Our aim is to address the challenges that the large cities and their hinterlands face through cooperation and innovative approaches, while strengthening the integration of metropolitan areas and agglomerations at both the national and European levels.

We organise conferences, panel discussions and seminars, engage local authorities, and support the sharing of their know-how and examples of good practice. We also provide a space for dialogue and the exchange of experience, work with academic institutions and international organisations, and prepare studies, expert positions and projects that support metropolitan areas and agglomerations.

Through these activities, the Union contributes to the development of modern and strong metropolitan areas and agglomerations across the Czech Republic.

We have a clear goal: To support spatial development across the Czech Republic.

Our Activities

Strengthening the collective voice of metropolitan areas and agglomerations in advancing their interests

  • the key objective is to act as a united and strong platform in dialogue with national and European partners, particularly in the context of shaping EU cohesion policy beyond 2027.

Representing metropolitan areas and agglomerations as equal partners in discussions on funding systems and strategic policies

  • we ensure that the specific needs and characteristics of metropolitan areas and agglomerations are taken into account.

Advancing the continued use of effective tools for the development of metropolitan areas and agglomerations

  • our aim is to maintain the Integrated Territorial Investments (ITI) instrument beyond 2027 and ensure sufficient funding for the implementation of integrated projects that are essential for transport, housing, energy and climate change adaptation.

Our Activities

Bodies

The Board is the collective statutory body of the Union of Municipalities.

Unless otherwise provided, the Union is represented by the Chair of the Board. In their absence, the Union is represented by the First Vice-Chair, or, if appointed, by the Second Vice-Chair.

The General Assembly is the highest body of the Union of Municipalities. It consists of representatives of the individual members of the Union.

The Supervisory Committee is the supervisory body of the Union of Municipalities.

The Supervisory Committee consists of three members. Its members are elected by the highest body of the Union from among the representatives of the individual members of the Union for a two-year term. Re-election is possible. Membership of the Supervisory Committee is incompatible with membership of any other elected body of the Union.

NetZeroCities is a European platform supporting cities on their journey towards climate neutrality. It helps cities overcome climate-related challenges, develop new approaches and tools, and share experiences and examples of good practice.

The platform brings together 34 organisations from 13 countries, including city networks, research organisations and other partners.

The Czech Bishops’ Conference

The Czech Bishops’ Conference (ČBK) is an association of Roman Catholic and Greek Catholic bishops in the Czech Republic. It coordinates their cooperation and addresses common issues related to church life and the role of the Church in society.

The Czech Bishops’ Conference cooperates with the Union of MOAs on preparations for the new EU programming period 2028–2034, particularly by connecting the needs of church organisations with the development priorities of metropolitan areas and agglomerations and exploring funding opportunities.

International projects

NetZeroCities – NetZeroCities Expert Community in the Czech Republic

From 20 April 2026 to 30 April 2027, the Union of Metropolitan Areas and Agglomerations of the Czech Republic (SO MOA) is implementing the NetZeroCities – NetZeroCities Expert Community in the Czech Republic project.

Its aim is to connect the experience and expertise of cities, municipalities, metropolitan areas and agglomerations, support the sharing of good practice, and foster cooperation in the development of specific projects focused on climate change mitigation, territorial adaptation and the transition towards climate neutrality.
